The UK Parliament is making its own contribution to the Cultural Olympiad by developing a unique cultural programme to take place over the summer of 2012. Over the next few months it will be revealing the line up of work and performances which will be on show in Westminster Hall during 2012, so it will be posting info about how to participate and see the programme.

The ‘Arts in Parliament’ programme is now in full development and will include showcases from artists and arts organisations from around the UK.

The curated programme of projects and original work will fuse arts, heritage and media and will be Parliament’s signature cultural programme inspired by 2012’s Cultural Olympiad.

CULTURAL TRENDS SPECIAL EDITION

Establishing an evidence base for the Cultural Olympiad: London 2012

By the time of the 2012 Olympic Games in London it will be exactly 100 years since the Games hosted its first official cultural programme, the now termed Cultural Olympiad. The Cultural Olympiad has evolved from a little known historical requirement by the International Olympic Committee into an ambitious programme of activity for the host nation, expected to expand the creative impact and legacy of the Games. Still, this is a programme that has been consistently overlooked in Games evaluation frameworks and, despite ever increasing demands by the IOC to fully document the Games hosting process, identify key lessons and maximise Olympic transfer of knowledge, there is little or no objective evidence of past achievements.

 

London’s vision for its Cultural Olympiad claims that it will contribute to the Games positive legacy, inspiring young people, providing platforms for innovation and leadership, and promoting learning skills, environmental sustainability, health and well-being. London has also committed to a thorough evaluation of the Games hosting process, building on the UK’s track record championing evidence-based policy making. The challenge is, however, that while the Olympic sports programme and immediately related activities are clearly defined and regulated by the IOC with a focus in London over two weeks, the Cultural Olympiad is a much more broadly defined programme, spanning over four years and taking place throughout the country.

 

This special edition of Cultural Trends looks into the experience of planning for, delivering and capturing the impacts of a Cultural Olympiad. The main focus is an interrogation of methodological challenges as well as emerging evidence about the four year journey towards London 2012, starting with the handover from Beijing in 2008. It also welcomes analysis of evidence or theoretical frameworks from previous Cultural Olympiads that can inform London’s framework.

 

Specific areas to cover

-          Framing the cultural Olympiad as an object of study – impact on methodologies for assessment and data collection priorities

-          Discussion on specific areas of evidence / impact assessment (economic, social, environmental or cultural impacts)

-          Transferring knowledge : how to extract lessons that can inform future Olympic hosts – from London to Rio? How to make the most of lessons from previous Games?

The book will be published by Myrdle Court Press in 2012 and will collect the range of critical creative responses that have occurred since the governing bodies choose to bid for the 2012 Games. The book will also present an overview, history and critique of the Cultural Olympiad and in doing so will argue against the corporatisation of urban space. The critical work, projects and ideas published will be indispensable for citizens of future bidding cities.

Artists and editor of the book, Hilary Powell has invited and collaborated with each convenor to produce a weekend of five salon roundtable discussions from book contributors and invited participants drawing out some of the issues within the book.

The sessions will be recorded and an edited version will form a contribution to the final book.

Hackney Wick is a place transformed by the Olympics. What was described as an unregulated landscape has been transformed by the Olympics into one of the most highly regulated landscapes possible. The changing characters of Hackney Wick have inspired the work of many artists, curators and commissioners. This salon discussion brings together an eclectic body of photographers who have been producing work featuring the spaces of the future Olympic Park. These photographers, all contributors to the book, will debate their own and each others’ work in relation to the official imaging of the site. The overall aim will be to consider the agency of photographic images in urban change, considering photographs as documents, provocations and representations of sites in transition.
The salon is inspired by extends and feeds into the collaborative project ‘Picturing Place’ an interdisciplinary research project which critically explores the role of images and image-production in processes of urban change. 

Led by Dr Ben Campkin, Director of UCL Urban Lab and assistant director of Architectural Research at the Bartlett School of Architecture whose interdisciplinary research investigates processes and representations of urban and architectural degradation and regeneration.

The Olympic event rests on the production of a clean, blank space, shielded from the city, its history and the possibility of dissensus. This absolute space is, in the case of London 2012, protected by military-grade security –including an electrified fence and intensive CCTV surveillance. This salon brings together artists who have challenged, and even penetrated, this space of reinforced consensus. Their work, making use of a wide array of tactics, confronts the attempt to regulate what can be seen, said, or thought brought about by the mega-event.

This week the London 2012 Olympic Torch was revealed to the public. It is now over ten years since the Sydney 2000 Olympic & Paralympic Games and one of the most visible legacy projects of the Cultural programme is a prominent sculpture displayed in Olympic park to give recognition to the Olympic volunteers. Here is a photo set of the work taken in April 2011.
